Highlights of Blue Print of New Govt. Policy

-- To boost GDP growth by 7-8 per cent annually over this decade.

-- Keep tax rates stable and conducive to growth and investment.

-- Eliminate federal revenue deficit by 2009.

-- Introduce Value Added Tax at the earliest.

-- Launch special schemes to unearth black money.

-- Allow state firms, banks to tap capital markets.

-- Change labour laws only to protect workers interests.

-- Target subsidies at the "poor and truly needy".

-- Review Electricity Act of 2003.

-- Help increase private power generation and distribution.

-- Encourage foreign portfolio investment.

-- Will abolish privatisation ministry. Disinvestment department will function under the finance ministry.

-- Aim to ease burden of high interest on farm loans.

-- Protect farmers from cheap imports.

-- Not to privatise any profit-making state run company, including the 'Navratnas' or nine jewels. The Navratnas are nine large profit-making public sector units in the core sectors of oil, power and heavy engineering.

-- Approach privatisation on a case-by-case basis -- selling off loss-making companies after obtaining workers' assent.

-- Give managerial autonomy to state-run banks.

-- Encourage overseas investment in hydrocarbon sector.

-- Follow policies that help oil security of the country.

-- Raise expenditure on education to six per cent of GDP.

-- Introduce a cess on all federal taxes to finance the commitment to universalise access to quality basic education.

-- On interest rate policy, to provide incentives to investors, senior citizens and pensioners.

-- To push India's decades-old commitment to the cause of the Palestinian people for a homeland of their own.

-- To provide new impetus to diplomatic and economic relations with Arab nations.

-- To pursue a composite dialogue with Pakistan.

-- To repeal anti-terror law, POTA.

Well, I don't see any ambitious plans like another green revolution initiative, interlinking rivers for optimization of water resources etc. This is needed so that the fruits reach the masses who voted the govt. in.
